If we talk about Bukit Tinggi City, we also talk about Luhak Agam. Luhak Agam is different with Kabupaten (regency) Agam. Bukit Tinggi is not part of Agam Regency they are two similar government agencies. But if we talk about Luhak Agam (One of three Minangkabau place of Origin) Bukit Tinggi has part of them. So there are song "Bukit Tinggi, The City of Agam.."
Apabila bercakap perihal Bukit Tinggi maka kita pasti akan membahas Luhak Agam yang acap disamakan oleh orang dengan Kabupaten Agam. Bukit Tinggi masuk kepada Luhak Agam namun apabila bercakap Kota Bukit Tinggi dan Kabupaten Agam maka kedua daerah tingkat dua tersebut (walau berbeda luas) meruapakan institusi pemerintahan yang setara.

Besides Bukit Tinggi (Although this city includ on that map) is not part of Agam Regency there are Nagari Pandai Sikek also not part of Agam Regency but they part of Luhak Agam.
Peta Kabupaten Agam tersebut tidak menggambarkan wilayah Luhak Agam. Selain Kota Bukit Tinggi (walaupun ada dalam peta) yang tidak termasuk ke dalam Luhak Agam juga Nagari Pandai Sikek yang jelas-jelas tidak ada dalam peta. Nagari Pandai Sikek termasuk ke dalam Luhak Agam.
